Earth Continuity /Bonding Testing
Verifies the outer case of the appliance is protecting the operator from electric shock, should the appliance develops a fault.
Class 1 electrical appliances are tested to verify the earth connection between the earth pin on the plug to the external case of the appliance is considered safe.

Insulation Resistance
This test verifies there is adequate insulation between the live parts of the appliance and metal surfaces of the appliance.
Testing verifies the resistance between the Live and Neutral and Earth pins of the plug.
Class I and Class II appliances are both tested for insulation resistance.

Earth Leakage Test
The test checks that any current that flows between the live wire to metal parts is negligible and not likely to cause a shock to the user.
Class I appliances, (Protective Conductor Test).
Class II appliances, (Touch Current Test).

Microwave Leakage Test
Microwave leakage Tests are performed to ensure that the appliance is integral, there are no broken seals or ill-fitting doors and are operating correctly.

Many insurance companies request PAT testing as a condition for insurance cover. Equipment owners/Duty Holders are responsible for the safety of electrical equipment as defined in the following legislation :
Electricity at Work Regulations 1989.
Maintenance of electrical equipment to ensure they are safe to use.
Health and Safety at Work Act 1974.
Employers and employees have a duty of care to ensure the safety of everyone at work.
Management of Health and Safety at Work Regulations 1999.
Employers are required to risk assess the health and safety of employees, visitors , customers and sub-contractors.
Provision and Use of Work Equipment Regulations 1998.
Employers are responsible to ensure all work equipment are fit for purpose.
Housing Act 2004.
Landlords have a duty to ensure the safety of all electrical appliances supplied with rental accommodation
PAT testing frequency is based upon each companies electrical equipment risk assessment.
It is common practice for electrical equipment to undergo annual PAT testing. However, where equipment items are used extensively, moved about or are subject to challenging work environments, such as electrical tools on a building site, the equipment owner may require more frequent testing.
PAT testing compliments routine planned preventative maintenance of electrical appliances. Electrical safety checks performed on a predetermined frequency provides an opportunity to detect damage and faults that may occur through use. Routine visual inspection of the equipment, lead, plug and fuse followed by electrical safety testing detects faults and may prevent electrical shock and fire.
Visual Inspection is performed by a competent PAT tester to check the integrity of the equipment, the lead and the plug. This is crucial prior to electrical safety testing, in many cases damage , wiring faults and incorrect fuses can be detected and resolved. In most cases visual inspection detects the majority of faults.
